This function is being developed by WhatsApp for a future app release.
Despite installing the upgrade, I am missing this feature. Why? Since this feature is still being worked on, it cannot yet be made available to beta testers. However, you can read this article to learn more about how it functions.

The most recent information on this feature was provided in an article on the WhatsApp beta for Android 2.22.18.10 update: whenever a group admin allows the option to manually approve new group members, this action will be communicated to all members of the group chat.
In a previous post, we also mentioned that WhatsApp beta for Android was developing a new group setting called authorise new participants. We predicted that this setting may include a new section where all pending participants would be listed, and today's news confirms our assumptions.
In a future update to the app, a new option named "pending participants" will appear as you can see in the screenshot below. This option will bring users to a new section accessible to group administrators where they may examine a list of all pending group members who wish to join the group (for example, when they try to join the group by using a group invite link).
The Android app will get an upgrade in the future that will include this shortcut and the capability to accept new users. As always, when more information becomes available, we'll publish another story.
